Finding people by name
Just type the name in the search box ( next to twitter logo, shown above)
Now click on people tab. Results will be available in two places
Left half sidebar under the people tab and
Right sidebar with a link to More people results

Finding people by interests

In the right half sidebar of your new twitter homepage , there is section of Who to follow. Click browse interests to search people by interests.

Finding friends using your Email Address Book
In the right half sidebar of your new twitter homepage , there is a section of Who to follow. ( Sorry if you are reading it twice ). Click Find friends to search people in your email contacts.

Suggestions by twitter
In the right half sidebar of your new twitter homepage , there is a section of Who to follow. ( Sorry if you are reading it twice or thrice. Ha Ha ) Click View all suggestions to see the same.
